Commercial Parking Lot Maintenance in Denver: The Property Manager's Guide

The short version

The restriping trigger
Start here, because it is the single most consequential thing on this page and most property owners have never been told it.
The US Department of Justice publishes a compliance brief on restriping parking lots. Its opening position is unambiguous: when a business or a state or local government restripes parking spaces in a parking facility, it must provide accessible parking spaces as required by the 2010 ADA Standards for Accessible Design.
Read that again in the context of a maintenance budget. Seal coating and restriping is one of the most routine things a property manager does. It is not usually thought of as a construction project, let alone a compliance event. But the moment the striping crew arrives, the lot is expected to come up to current federal standards.
The trap this creates
An existing lot built to the older 1991 guidelines is generally not required to be modified — until it undergoes an alteration such as restriping or resurfacing. So a lot that has been legally fine for thirty years can become non-compliant on the day you improve it.
DOJ guidance also notes a continuing obligation on businesses serving the public to remove barriers in existing parking facilities where doing so is readily achievable — and it observes that because restriping is relatively inexpensive, it is readily achievable in most cases.
The practical consequence: if you are budgeting to seal and stripe, budget to get the accessible parking right at the same time. Doing it later, separately, after a complaint, costs considerably more than doing it while the crew is already on site.
This is not a reason to avoid maintaining your lot. It is a reason to plan the maintenance properly — and honestly, the compliance work is usually a small fraction of a resurfacing budget when it is included from the start rather than bolted on.

Important: the required number is calculated separately for each parking facility, not across the total spaces on a site. If your property has three separate lots, run each one individually. Hospital outpatient, rehabilitation, outpatient physical therapy and residential facilities have substantially different requirements — see 2010 Standards 208.2.

Two things about this table that are easy to miss. First, it is applied per parking facility — a site with several separate lots calculates each one on its own, which usually produces more accessible spaces in total than treating the site as one number. Second, the van requirement is one of every six accessible spaces or fraction thereof, and always at least one.
Dimensions, slope and signage
Getting the count right is only part of it. The spaces themselves have to meet specifications.
Space and aisle widths
- Standard accessible space: minimum 96 inches (8 feet) wide, marked to define the width.
- Access aisle: minimum 60 inches (5 feet) wide, at the same level and the same length as the space it serves.
- Van accessible: either a 132-inch (11-foot) space with a 60-inch aisle, or a 96-inch space with a 96-inch (8-foot) aisle. Both configurations are permitted.
- Shared aisles: two adjacent accessible spaces may share a single access aisle between them, unless state or local code requires passenger-side aisles.
- Van vertical clearance: minimum 98 inches for van spaces, their access aisles, and the vehicular route serving them.
Where spaces are marked with lines, width measurements are taken to the centreline of the marking — except an end space, which may include the full width of the line.
Slope — the requirement that quietly fails
Maximum slope in accessible spaces and access aisles is 1:48, roughly 2.08%, in all directions. That applies to the stall, the aisle, the accessible route to the entrance, and every curb ramp along the way.
This is the one that catches Colorado properties out, and it is covered in more detail below. A lot that was built compliant can drift out of compliance through settlement, and nothing about the striping will look wrong.
Marking, signage and location
- The boundary of the access aisle must be clearly marked to discourage parking in it — typically hatched. State or local law may specify colour and manner of marking.
- Signs must display the International Symbol of Accessibility, with the bottom of the sign at least 60 inches above the ground. Van spaces must additionally be identified as van accessible.
- Accessible spaces must be on the shortest accessible route to an accessible entrance, and the route must be unobstructed.
- Where a facility serves multiple entrances, accessible spaces must be dispersed so each entrance is served. Clustering them all in one corner is a frequently cited violation.
- Ramps must not extend into the access aisle.
The five most common violations
- Wrong count. Usually from calculating across a whole site instead of per facility, or from adding spaces over the years without recalculating.
- Too few van accessible spaces. The 1991 guidelines required one in eight; the 2010 Standards require one in six. Lots built to the older ratio are compliant until altered — then they are not.
- Excessive slope. Frequently from settlement rather than original construction, which makes it invisible until someone measures it.
- Faded or missing markings. Access aisle hatching that has worn away means the aisle stops functioning, because people park in it.
- Poor dispersal. All accessible spaces in one corner of a multi-entrance property, leaving other entrances unserved.
Notice how many of these are maintenance failures rather than design failures. A lot can be built perfectly and drift out of compliance through nothing more than time, weather and repainting.
The economics of deferred maintenance
Every property manager already knows maintenance is cheaper than replacement. What is less widely understood is how steep the curve is, and how narrow the window is where cheap options still work.
The intervention ladder, cheapest to most expensive:
- Crack filling. Highest return of anything available. Sealing cracks keeps water out of the base, and the base is where a lot structurally fails.
- Seal coating. A sacrificial membrane against water, ultraviolet, salt and petroleum. In Colorado the interval is 2–3 years, not the 3–5 quoted nationally.
- Patching. Localised repair of failed areas, far cheaper than treating the whole surface.
- Overlay. A fresh surface bonded over a base that is still sound. A fraction of reconstruction cost.
- Full reconstruction. Excavate, rebuild the base, repave. What you get when the four options above were skipped.
The critical point is that each rung only remains available while the base is intact. Once water has reached and softened the base, crack filling and seal coating no longer help and you have moved permanently up the ladder. The choice is not really whether to spend but which rung you spend at — and that is decided years earlier by whether anyone was filling cracks.
The Federal Highway Administration illustrates the same logic on a highway timeline: seal cracks at year 2, surface seals at years 5, 12 and 18, mill and replace the surface at year 25. Commercial lots are not highways, but the principle transfers exactly — seal early, seal often, replace late.
The costs that are not on the invoice
A deteriorating lot generates expenses that never appear in a maintenance line item:
- Liability. Trip hazards from potholes, heaved sections and failed edges are the kind of thing that produces claims.
- Tenant relations. In retail and multi-tenant office, the lot is the first thing anyone sees. It affects renewals.
- Compliance exposure. Accessible parking that has degraded is a live issue independent of anyone tripping over anything.
- Emergency work. Unplanned repairs cost more than scheduled ones and happen at the worst possible time.
A maintenance schedule that works

Colorado-specific problems
Freeze-thaw settlement breaks slope compliance
This is the connection nobody makes, and it matters.
The Denver area sees roughly 134 freeze-thaw days a year, derived from NOAA and National Weather Service climate normals for 1991–2020. Water gets into cracks, freezes, expands, and eventually reaches the base. When the base softens and consolidates, the surface above settles.
On most of a parking lot, a little settlement is a cosmetic issue. In an accessible space or an access aisle, where the maximum permitted slope is 1:48 in all directions, settlement of surprisingly little depth puts you out of compliance. The striping still looks perfect. The signs are still up. And the space no longer meets the standard.

Snow removal damage
Plow blades are hard on asphalt, particularly on edges, around islands, and anywhere a raised feature meets pavement. Damage concentrates in exactly the places that are already weakest.
Practical mitigations: mark islands, bollards and edges before the season; brief your snow contractor on where the vulnerable transitions are; and specify shoes or non-metal edges on blades where possible. De-icing chemicals also accelerate surface deterioration, and are particularly aggressive on concrete elements like sidewalks, curbs and pads within the lot.
Expansive clay under the base
Much of the Front Range sits on clay soils that swell when wet and shrink when dry, documented across the metro by the Colorado Geological Survey. On a large paved area, that movement expresses as differential settlement — some sections rise or drop relative to others. Drainage design and base preparation are what control it, which is why they matter more than surface thickness.
A short working season
Hot mix and seal coat both need warm, dry conditions. The reliable window runs roughly late spring to early autumn and everyone in the metro wants the same months. For a commercial property that needs phasing around trading hours, booking early is not a nicety — it is how you get the schedule you actually need.
Phasing work without closing
The objection we hear most from commercial clients is that they cannot lose the lot for a week. Almost always, they do not have to.
A phased approach divides the lot into sections worked sequentially, so a proportion of parking stays available throughout. What makes it work in practice:
- Map the phases against your traffic. Which sections are busiest, and at what times of day and week.
- Preserve accessible parking at every stage. If accessible spaces fall within a phase, temporary compliant spaces need providing — correct dimensions, correct signage, on an accessible route. This is not optional and it needs planning rather than improvising.
- Keep access routes clear. Entrances, exits, fire lanes and refuse collection all have to keep working.
- Communicate ahead. Tenants and customers accept disruption they were warned about far better than disruption they discover.
- Build in cure time. Seal coat typically needs 24–48 hours before vehicles return; new asphalt one to three days. A phase is not finished when the crew leaves.
- Consider overnight or weekend work where the property allows it, weather permitting — though note that low overnight temperatures can rule out sealing entirely.
Phasing costs a little more than doing a lot in a single closure, because of the additional mobilisations. For most trading properties that is comfortably cheaper than the lost business.
Building a realistic budget
If you are putting together a capital plan rather than reacting to a problem, this is the order that produces the fewest surprises.
- Get a condition assessment first. Not a quote — an assessment. Which areas are surface problems and which are base failures. They lead to different budgets.
- Establish your ADA position now. Before you plan any restriping, know what the requirement is and where you currently sit against it. The calculator above is a start; measuring slopes needs someone on site.
- Separate maintenance from capital. Crack filling and seal coating are recurring operating expenses on a known cycle. Overlay and reconstruction are capital events. Confusing them produces budgets that fail.
- Plan the cycle, not the year. A three-year seal cycle means budgeting a third of it annually, not being surprised every third spring.
- Get scope itemised. Square footage, thickness, base treatment, drainage, striping, ADA work and phasing should all be visible line items. If they are not, you cannot compare bids meaningfully.
- Ask what happens if the base is worse than expected. Agree the approach before work starts, not when the surface is off.
Common questions
Does seal coating and restriping really trigger ADA requirements?
Per Department of Justice guidance, yes. When a business restripes parking spaces in a parking facility, it must provide accessible spaces meeting the 2010 ADA Standards. How many accessible spaces does my lot need?
It comes from Table 208.2 of the 2010 Standards, calculated per parking facility rather than across a whole site. A 100-space lot needs 4 accessible spaces, at least 1 van accessible. What is the difference between an accessible space and a van accessible space?
Van accessible spaces are wider or have a wider access aisle to accommodate wheelchair lifts, and require greater vertical clearance. A van space is either 132 inches wide with a 60-inch access aisle, or 96 inches wide with a 96-inch aisle. Van spaces, their aisles and the route serving them need at least 98 inches of vertical clearance, and the signage must identify them as van accessible. At least one in every six accessible spaces must be van accessible, and always at least one.
My lot was compliant when it was built. Is it still?
Possibly not, and slope is the usual reason. Maximum slope in accessible spaces and aisles is 1:48 in all directions, and freeze-thaw settlement over several Colorado winters can exceed that without anything looking obviously wrong. Faded access aisle hatching is the other common drift — if people are parking in the aisle, it has stopped working. Both are worth checking rather than assuming.
Can accessible spaces all be in one area?
Not where a facility has multiple accessible entrances. Accessible spaces must be located on the shortest accessible route to an accessible entrance, and dispersed so that each entrance is served. Clustering everything in one corner is among the most commonly cited violations in accessibility audits.
How often should a commercial lot be seal coated?
Every 2 to 3 years in Colorado, and often at the shorter end for lots with real traffic volume. Wear is not evenly distributed — entrances, drive lanes and loading areas deteriorate far faster than outer parking bays, so a plan that treats high-wear zones more frequently is often better value than resealing everything on a fixed cycle. Can you work without closing the lot?
