Conifer sits at roughly 8,262 feet, strung along US 285 in the foothills southwest of Denver. It is an unincorporated community in Jefferson County — there is no Town of Conifer, no municipal government, and no city permit office to call.

Most of what makes paving here different comes down to that elevation figure. It is worth seeing next to the places most contractors are used to working.

The season is genuinely short

Hot-mix asphalt needs warm ground to compact properly. Seal coat needs pavement above roughly 50°F with dry weather behind it. Down in the metro that gives you a comfortable stretch from late spring into October.

At 8,262 feet, spring arrives later, the first hard freeze arrives earlier, and afternoon storms are more frequent through the summer. The reliably workable window is materially narrower at both ends, and it is the single biggest practical difference between paving here and paving in Lakewood.

What that means in practice: mountain work books up early and it books up fast. If you notice a problem in September, you are frequently waiting for June. We would rather tell you that in April than take a deposit for work that will not cure.

Long drives, real grade, and where the water goes

A suburban driveway is thirty feet of flat. A Conifer driveway is routinely several hundred feet of grade, switchbacks and cut-and-fill along a hillside, and often it is the only way in or out.

Everything gets harder. Hot mix wants to creep downhill before it sets. Meltwater runs rather than pools, and it runs along the path of least resistance — frequently the edge of your asphalt, undercutting the shoulder a little more each spring. Shaded sections under heavy tree cover hold ice and moisture far longer than the rest of the drive, which is usually where damage shows up first.

On a drive like that, the grading and drainage plan is the job. The asphalt is the part you see afterwards.

Plows, and the edges they eat

Mountain properties get plowed far more often than metro ones, and blades are hard on asphalt edges — especially unsupported edges on a fill slope. A great deal of what looks like structural failure on a Conifer driveway started as a blade catching a soft shoulder. Water got into the break, the freeze-thaw cycle widened it, and two winters later the base is exposed.

Caught early it is an edge repair. Left long enough it becomes a rebuild. Marking your drive edges before winter is close to free and prevents most of it.

Gravel to asphalt

A lot of Conifer properties still have gravel approaches, and paving one is a common request. It is usually possible, but it is more involved than laying asphalt over what is there. A gravel drive that has been in place for years often has a reasonable compacted base already — but it needs assessing, regrading, and frequently some rebuilding before it will carry a paved surface. On a slope, drainage has to be resolved at the same time rather than afterwards.

County & Fire Standards

Your Driveway Is Also an Emergency Access Route

Because Conifer is unincorporated Jefferson County and sits inside the Wildland Urban Interface, a driveway past a certain length is not treated purely as a driveway. It is treated as the route a fire engine has to use to reach your house — and get back out again.

Jefferson County's transportation standards for residential driveways are commonly summarised as follows:

Driveways under roughly 50 feet generally fall outside these standards. Very few Conifer drives are that short.

Access Permits

Separately from design standards, Jefferson County requires an Access Permit for new driveways and for modifications where a driveway meets a county-maintained road — applying to work within 15 feet of a public road, or 25 feet for public arterials, measured to the edge of pavement or right-of-way, whichever is closer. Road & Bridge reviews these for drainage, culverts and plow operations, and work should not begin until the permit is approved and a preliminary inspection has taken place.

If you front US 285, the County is not the whole story

US 285 is a state highway, and access onto a state highway falls under CDOT's State Highway Access Code rather than county rules alone. A CDOT access permit must carry written CDOT approval to be valid.

Given how much of Conifer is strung along the 285 corridor, this catches more properties here than in most mountain communities. It also adds real time to a schedule, so it is worth establishing early rather than discovering it late.

Gates need fire district sign-off

Jefferson County requires a Miscellaneous Zoning Permit for a gate across an access, and that permit has to be approved by your fire protection district first. Emergency services and anyone holding an easement always retain access regardless. Fire access guidance also expects a minimum opening width, and an approved lock-box where a gate is locked.

Conifer and the surrounding communities — Aspen Park, Pine Junction, Shaffers Crossing and the rest — sit within fire protection district boundaries that have been reorganising in recent years, so it is worth confirming which district covers your parcel before assuming.

Two counties, not one

The 285 corridor crosses a county line. Most of Conifer proper is Jefferson County, but the district boundaries in this area extend into eastern Park County, taking in Bailey and parts of Pine. If your property is out toward Pine Junction or beyond, confirm which county you are actually in before anyone quotes — the permitting processes are different.

Utility locates

Any excavation needs locates through Colorado 811 first. Free, and required by state law.

Concrete Work

Concrete Patios & Flatwork at Altitude

We pour concrete as well as laying asphalt, which means we have no reason to talk you into the wrong material. For a long mountain driveway, asphalt is almost always the better answer — it costs less over that distance, it flexes with ground movement, and damage is patched rather than replaced. For a patio, a walkway or a hot tub slab, concrete usually wins.

Why concrete at 8,000 feet is a different specification

Flatwork up here faces the harshest freeze-thaw exposure of anywhere we work, and three things determine whether a slab survives it.

Air entrainment. Water absorbed into concrete expands when it freezes. Over enough cycles the surface layer flakes away — scaling — and chunks break off edges and corners, which is spalling. The defence is deliberately introducing microscopic air bubbles into the mix, giving freezing water somewhere to expand into. The American Concrete Institute recommends a target air content in the range of 5 to 7 percent for typical residential flatwork in freeze-thaw exposure. At Conifer's elevation this is not optional, and any contractor not specifying air-entrained mix here should be questioned.

Mix strength and water ratio. Standard residential concrete is often poured at 3,000 PSI. In this climate a 4,000 PSI mix with a low water-to-cement ratio produces a denser, less permeable slab that takes on less water in the first place — which is the cheapest possible defence against freeze damage.

Sub-base and control joints. Concrete is rigid and has far less tolerance for ground movement than asphalt. Proper sub-base preparation, adequate thickness and correctly spaced control joints are what keep a slab intact. Control joints do not prevent cracking — they decide where it happens, in a straight line you chose rather than a jagged one you did not.

What we pour up here

Patios and outdoor living areas, walkways and garden paths, slabs for hot tubs, sheds and outbuildings, aprons and parking pads, and general flatwork. Finishes run from a standard broom finish through to stamped and coloured work.

One timing note that matters more at altitude: concrete needs roughly a week before heavy use and keeps gaining strength well beyond that, and it needs to be poured with enough season left to cure properly before hard frost. That pushes the practical pouring window even tighter than the asphalt one, so concrete plans are worth making early in the year rather than late.

If someone offers to seal your Conifer driveway in late October, ask what pavement temperature they are expecting. Sealer that does not cure properly comes off with the first plow.

Will you actually come up to Conifer?
Yes. Mountain properties are a regular part of what we do — several of the driveways in our photos are exactly this terrain. Longer drives and shared roads travel best, so if you have a substantial job, or you can coordinate with neighbours on a private road, that is the ideal case. Tell us about switchbacks, low branches, gate widths and weight-limited bridges when you call so we can plan the equipment around them.
Do I need a permit for driveway work in Conifer?
There is no Town of Conifer — you are in unincorporated Jefferson County, so it is the County that matters. Jefferson County requires an Access Permit for new driveways and modifications where a driveway meets a county-maintained road, applying to work within 15 feet of a public road or 25 feet for arterials. If your access comes directly off US 285, that is a state highway and CDOT's State Highway Access Code applies instead of or alongside county rules. Resurfacing or sealing an existing compliant drive away from the road typically triggers neither.

My driveway edges are crumbling. Is that plow damage?
